AUGUSTA (WGME) -- Retail sales of recreational marijuana was supposed to become legal in Maine Thursday, but marijuana retailers still have no way to obtain the necessary licenses to sell it.

Governor Paul LePage’s administration says it has not started coming up with a licensing and regulatory framework yet as a legislative panel works on overhauling the voter-approved law.

The panel is aiming to finish their work soon, but it will take at least nine more months for state regulators to come up with the necessary licensing rules, which will need legislative approval.

Voters originally approved retail marijuana sales in 2016.
